With the new installation, the IP address of the printer has changed. The desktop may be connected using the name (not the IP), and that might be why it's working. Most likely, the printer set up in the chromebook and phone are pointing to the IP address of the printer... and since it is different, they can't print.'
You'll need to find the IP address of the printer now. You should be able to print out a printer configuration report at the printer and that should show the current IP. Once you have that, go to the printer setup on the chromebook and phone and enter in the new IP.
This is the most common reason - there are others, but without knowing your network and printer specifics it would just be guessing.
