I would certainly disagree with that contention.
They are "decorative" and serve no functional purpose.
As most know, not all Deed Restrictions are identical. That said, as far as I know, they all prohibit "alterations" to the exterior of the homes and all prohibit "unshielded exterior lighting".
In my opinion, those lights are clearly prohibited by most everyone's Deed Restrictions.
The Developer has done a reasonable job of trying to regulate "bad taste" and attenuate some people's lack of consideration for their neighbors who didn't grow up in proximity to ghettos, trailer parks or carnivals.
