The Developer has done a reasonable job of trying to regulate "bad taste" and attenuate some people's lack of consideration for their neighbors who didn't grow up in proximity to ghettos, trailer parks or carnivals.
My deed restrictions do not address exterior iighting under the eaves. They only address structural alterations, additions, and painting. When I called ARC about this specific issue, the woman told me that I could install any type of light I wanted on the exterior of my house and under the eaves. She said that there was no reason to file an ARC application because these lights are allowed without ARC approval. Although, I assume that, if you are shinning an offensive light into a neighbor's house, that could be another type of issue. Pike's Electric is offering to install these colored lights, and, as far as I know, they do not get ARC approval.
