I know why. The reason why there is no great push for Supplemental plans, is the same reason you can buy Advantage plans for zero cost.
The Government pays the Adv. plan about $1100 per month to provide your healthcare.
In Supp. plans there is no flow of funds from government to the plan to take care of the enrollee, so the plans are more expensive.
