What you posted is also "disparate". "You need a paper title to sell the car" and "you can transfer the title electronically to the buyer". Which is it?
My advice is to get a paper title and don't lose it. I have a paper title, and I also have a scanned copy stored on the cloud (Google Drive) with all of my other legal documents.
