So when I am backing out of my parking spot, a woman in a golf cart almost hits me. She was doing the same thing...going against the flow/direction of traffic, as directed by the arrows.

Is this ultimate entitlement by Villagers ? You are unsafe. Follow the rules that the rest of us (most of us) follow. When you don't, you are endangering all others.
I believe the people who do this have lost the skill to safely back their vehicle because they can't see who or what's behind them. Watch some pull out of the driveway and don't even see traffic coming up the street and they are not about to stop for anyone. Part of the parking lot follies here in the Villages!
