I can’t come over due to medical issue. Maybe you can find someone with some experience doing this?

First check oil level,

The carb is gummed up from setting with alcohol gas in it. First need to drain tank, put some fresh gas in it, then remove spark plug, spray couple shots of carburetor cleaner down the spark plug hole and install spark plug. Making sure the start switch on It should fire off carburetor cleaner. It probably won’t take off yet, now take carburetor air cleaner off exposing the carburetor air intake. Spray couple shot directly down carburetor. It should fire off carburetor cleaner, may have to do it several time to get it to take off on its own. If don’t take off from several times spraying down carburetor the carburetor bowel will have to be removed, cleaned out and spray exposed carburetor float hoping it get to needle and seat (Usually that don’t have to be done unless it set for couple years).

Too late for this one but never store small gas engine without treating gas tank or draining tank and carburetor due to alcohol in gas you get at the gas stations. -

When using spray cleaner wear rubber gloves and eye protection. Keep face as far away as possible. Wash any over spray off skin immediately.
