Suggestions. READ the instruction book. Neighbor. People try to help qualified to help?
Post says gasoline powered. Forgive the simple direct post. Is there fuel in the tank? More modern small engines have safety stuff. There might be a valve that shuts off the fuel-it might be closed. There may be a switch that shuts off the ignition. You do not say 4 cycle or two cycle. Two cycle you need to add proper oil to the fuel. It is not motor oil, from your car. Get oil for an air cooled engine. Outboard oil is for water cooled engines and is not proper.
