I went to another ENT (now retired, sorry) and he ended up diagnosing that the opening from my sinuses to drain were "tiny" and that kept mucus and infectrious stuff bottled up. He did an out-patient surgery (can't recall the name of it) and VOILA, never had a sinus infection in 10 years now. Good luck.
I've had two sinus surgeries over the years. One side had a polyp. I assumed they were the size of a pea. Nope, surgeon said it was the size of a tootsie roll. Rarely grow back. Yep, grew back. Few years later, repeated the surgery. I told myself I'll never do it again. The surgery wasn't so bad, but the required sleeping siting up in bed for two weeks was a phenomenally uncomfortable requirement. I still do the prescription Flonase (2 pumps each side every morning). Have very rarely had a sinus infection or allergy issue since.

Maybe go to Costco and buy their Flonase and try that out first. Hope it helps.
