There is no monitoring of water usage, only the one reading per month. At *that* point they will notify a customer but the damage is already done.
What you suggest would be possible with the AMI meters that the District recently rejected. Even then, there would need to be software to notice an anomaly and some policy for when water might be shut off to a customer.
