The link you provided is not a link to any official Villages office or department. If soliciting is not permitted in The Villlages, where is it specifically stated? And how is that consistent with the Florida state law that allows companies to solicit homeowners and residents, if they apply for and pay for a state solicitation permit in accordance with Florida law section 501.022.
