You or you HVCA guy need to balance the system, I think you can do that better than he can, because you live there and know what rooms may be hotter or cooler than other rooms. It may take a few attempts until you get it just right. By closing some of the vents a little, it will send more volume of air to the area where you are having a problem. A good HVAC company will have an instrument that can measure the volume of air out of each vent and adjust the damper to adjust the volume at each vent. What I have seen often is that the vents that are close to the HVAC unit pump out alot more air than the vents in the bedrooms. I hope this helps. Oh by the way I own a Plumbing Heating and A/C company in Jersey and this weather is driving us crazy. 16 hour days.
