As far as the starter, that’s typical. The system they are instructed to run requires the names and times in the system to line up with play on the course. Otherwise they would have to cancel everyone’s scheduled tee times in the system and rebook the players under a different time. That happened to me one time when someone in our foursome showed up late and the starter shuffled our tee time with the group after us. When I checked my play history on the system it showed that I canceled a tee time and then rebooked another. Some starters are willing to do that and apparently others are not?
