Why should low income waitresses make tax free income from tips while low income supermarket cashiers have to pay taxes on all their income? Treat everyone the same. You are headed for people gaming the system. This whole no taxes on tips thing was to pander to the voters in Las Vegas in order to win Nevada's electoral votes. It is bad policy.
