I have never found another neighborhood page - so why not contact the webmaster for
www.vatrace.com and ask how he did/does it - contact info is mid-page and bottom of page on left.
I think anyone can set up a webpage thru their ISP provider...if not, there are other web resources that give you space for free - google 'free webpage' to find them.
