What Village down here has birds pecking open the bags with garbage strewn down the streets and lawns, paper a block down, and bags that stink? While I'm sure you're reporting what you've actually experienced, I'd like to see a neighbor confirm it.

Your guess shows you don't understand how things work here. By "the Village Owners" you are probably attempting to criticize the Developer. He may or may not deserve criticism but he does not own the Villages and would not be the entity paying for garbage cans. Any cans that might be purchased would be paid for by either the residents, the CDDs which are funded by the residents, or the utility company which would bill the residents.
