To me, 19mph is not too slow in a cart since the cart is only supposed to be capable of 20mph max. Sure, I would be frustrated that I couldn't just hold my foot to the floor but that's the way it is on a shared path.

On Florida highways posted over 60, it's actually a law that a vehicle in the left lane MUST move over for faster traffic---EVEN IF that traffic is "speeding"---simply because no driver is there to enforce the law or to force their speed on others. Too bad that isn't the law on every road.
