Exactly. The faster carts/cars/motorcycles will simply pass you and be gone--no problem at all. But the snails, especially those in the left lane, are a problem that has to be dealt with by everyone and unfortunately encourages less than safe maneuvers by many to get past them---both insurance company and law enforcement studies show that slow drivers
cause more accidents than so-called speeders---they might not be
involved in them, but they
cause them.
