The way way the start of this post is worded tends to make one think you feel you are special. When you buy a house you do not accept an offer, you make one and it is accepted or not. The way you state this, it says you feel you did someone a favor by accepting their offer to you to buy their house, typically unsolicited.
Now, in case you are not aware, wind chimes are not sound directional. They will not only be heard by your ears but everyone else's within the same range. So what you are asking is can I annoy my neighbors with my wind chimes??
Please reconsider your desire to live within Grey Poupon range of your neighbors. You should always consider your actions and their impact on others.
Please ponder all of this, then make your decision.
