If I had to pull off to the side of the road to allow people to pass me going 19 MPH on a straight a way, I would never get to my destination. That is a bit of hyperbole but you get the idea.
I’m traveling the speed limit and within the guidelines of golf cart rules so why should I be penalized and allow speeders to think they own the road?
