Sure you can patch it, might work. The guy who put on the sealer on ours says there's not really a good fix.
I mostly just leave mine alone and thank God that it's outside and I don't worry about it. Good luck, let us know.

I would just add that concrete is a mixture of cement and aggregate. Some contractors will speed up the finishing process by adding too much water to the surface, which results in insufficient aggregate near the surface. This creates a weak concrete surface that is more susceptible to chipping.
