Default Village Utility used average billing due to Domestic water meter stopped working

Village Utility used average billing due to Domestic water meter stopped working!
Brittney from the water billing accounting department was very rude and condescending!
My domestic water meter has NOT been able to be read by the wand and the readers have to open up the top of the plastic encloser to read the meter the last 2 years. The girl normally reading it has put in countless complaints to have them change the meter with NO response.
Finally, today I received a bill for 30,000 gallons of domestic water usage for the month when its usually 1200 to 2200 gallons depending on the time of year.
The meter has completely stopped working from last month’s reading and I also verified the meter has NO flow when turning on my hose! They took a 12-month average to rebill me. My bone of contention which is, i haven't been here for better than 3/4 of the month and my usage should have been under 1000 gallons.
Brittany states that by law they are allowed to average usage one time in a 12-month period. the problem I have is in the middle of April to June I watered my lawn due to the drought by hose which drove up my 12-month average more than it should have been.
I am NOT aware of any law allowing this and even thou it’s not a big expense compared to the 30,000 gallons they billed in error, I just don't want to give them money there not owed for water I didn't use.
Has this happened to anyone else or is anyone aware of any such law?
