Depending on the type of palm, you may need to get ARC approval to do so.
My understanding is that Queens Palms are considered basically a grass and can be removed without ARC approval. They look like this.

If that's what you have, you can have someone cut it near the base with a chainsaw and then remove the stump. If it's another kind, you should check.

Also, I read a comment on here about 8 months ago of some owner who sold his mature palm to a developer I think it was. They came and removed it intact and paid him something like $350.
