Before answering, consider this: 466 and 466A are also, for the most part, divided 4 lane highways that have intersections and vehicles exiting parking lots, yet the speed limit there is 45. I have long suspected the only reason was to allow "street legal" golf carts to use those roads, which is a really, really BAD reason on a number of levels.

I certainly wouldn’t want to be the driver or a passenger in one of those carts if it got hit by a car or a truck doing 35mph.
