I have seen glass polishing kits (products), but I am sure you are in for a lot of work. I have diamond polishing pads that go to 10,000 grit, and have used these to polish stone counter tops, no idea if this would work for a windshield.
I agree with a previous comment, call a couple of windshield shops and get at least 2 estimates and have them do it.
