CDD4 here. That was proposed at a meeting a few years ago and it was revealed that it would cost us more money if we went from four planting to three. Here's why. The developer is contractually obligate to pay the CDD a certain amount of money each year to do four plantings. If the CDD did three, the developer's contribution would drop to zero.
