Note that the charges were an accusation, not proof of wrongdoing. Unless there were strong political connections(common in NY), the fact that a plea bargain was struck usually means that the case was not that strong. As in IRS tax challenges, the fact that you pay out after an audit does not mean that you are a criminal--just that your interpretations of vague rules was not accepted.
