You will want to let the District know that. They believe that is where the building is located and will likely be surprised that they have been showing up at the wrong place for the last few months.
Are you trying to explain that the entrance to the District offices is off the parking lot? That may have been done to make it easier for those driving to the location.
The building is still at 3571 Kiesel but the door is off the parking lot and not off the street. Yes, a sign stating that might make things a little easier, but the lack of any door whatsoever under the "3571" on the Kiesel side of the building might have been a clue.
