Or, maybe the neighborhood pools are for everyone over 30 and therefore cannot be "reserved" for group activities, either officially or unofficially. And yes, this absolutely means that lap swimming would be on a space-available basis and cannot preclude other activities in those pools.
Obvious overly literal interpretation of the rule solely for argumentative purpose.
