The problem with people who try to swim while there are other people happily chatting in the pool, is that the swimmers get in the way, if they could do it respectfully, not disturbing the others, most people would have no trouble with them. Thinking that it is okay, because this is a “swimming” pool - which it is not and who cares if the others are unhappy, right?
