And the lady who lives near Legacy, but likes the Hilltop pool more, feels like going to the Hilltop pool to do her 100 laps, that is also FINE as long as she doesn't get in the way of people who are just hanging out to socialize.

We can and should share the adult pools. As a slow, older, lap swiimmer there are many times when a neighborhood pool is available and the sports pools are not available. I have had good experiences with people willing and happy to share. My swims are 20 minutes max. The folks who go to the pool just to stand around in the water would do their health a big favor by doing a little swimming or kicking. Swim lessons are available in TV through the Enrichment Academy.
