It is not the activity of swimming specifically that is discouraged, it is how it is done. If one swims in a way that is socially acceptable to the others in the pool, ie no splashing on hair dos, no startling people talking, then it is acceptable. But I am wondering, aren’t we all adults? Why is this so hard to understand?

I'm sorry but I'm not taking people's hairdo into consideration when I go to a public swimming pool. When I wear contacts to the pool I turn my head away from the areas of splash or quick movement, that's my problem not the people utilizing the pool.
