I've never experienced a swim in the pool that made it impossible for me to avoid swimming into clusters of "standers." There's always been a path, at some point, from one end to the other. Often clusters will stand in the middle, and it's easy to swim near the edge. Sometimes they'll be standing near the edge, and it's easy to swim near the middle. Once in awhile you'll find a cluster near the edge, and another cluster in the middle, and it's easy to swim along the -other- edge. I'm pretty sure you won't ever see bathers (not swimmers) lined up all the way across from one edge to the other, preventing anyone from attempting to swim a lap.

I really think this is a non-issue.
