Bucco, you're right to a point. No, we do not need these people. We just need to re-educate the ones here to the fact that honest, hard work is neither demeaning nor worthless. Not everyone can have a high paying job and a college degree because not everyone is college material. There was a time in America (to which you eluded, I believe) when having a job, any job, made you a good citizen and worthwhile in everyone's book. Americans who look down on their own who hold these "lesser" jobs are the ones at fault. Until their attitudes get an adjustment, things will probably only get worse not better.
As to welfare, I think that should be used to subsidize those willing to do the very low paying jobs. Those not willing to work, no welfare. There is an absolute difference in those who truly cannot work and those who will not work.
Some of the finest people I have ever know have been the janitors, nurses' aides, trash men, gardners, crop pickers, etc., none of which require degrees nor are they high paying.
