I live in area where everything on potable water, early mornings water pressure drops as low around 40 PSI due all lawn irrigation running. It’s usually 55 PSI in my area. Sounds like meter was replaced? Maybe defective shut off valve if it’s’ fully opened, you should be able to see that? (was there leak or was just new digital meter installed?) If so probably contracted. As suggested call villages water management. Course if it was after the meter going to house then you have to call plumber?
