Default 22 Miles per Hour

The law for 19+ plus miles per hour may be correct. As a matter of reference, my standard stock golf cart (which has a speedometer) can reach 22.8 MPH and 90% of the time we neither gain or lose distance on the cart in front of us. Of the remaining 10% most pass us "very" quickly. This makes some sense when you consider most carts like mine use stock batteries and motors, so therefore they reach the same top end speed. My only reason for bring this up is that it gives all the readers an idea what the "average" speed for most of the carts in the Villages are traveling at.
