I wouldn’t worry about insects, the anoles will take care of those to a certain extent. You’d need to carefully select and place plants so that they wouldn’t touch the top screens on the lanai.
You would also need to replace most of the underlying soil.
My biggest concern would be drainage of rainwater. We can get over 7” of rain in an afternoon, and that’s a good storm not a hurricane.
