It all depends on the circle and agency on site. If there is damage it has to be FHP. Their opinion differs from SCSO. Need to make all circles the same. You also need to be aware of the other drivers in the circle, never assume you have the right of way, better safe than sorry..
According to the Trooper that came to the incident we had at that circle on Morse and Odell by 466a, if you are in the left hand lane you can go either direction, and if your in the right hand lane, you can go either direction. Unless there are solid lines as with the cirlce at Bonita and Morse.
