If there IS "a utility right-of-way easement" this is an easement for 'UTILITY' people ONLY and NOT for dogs doing their business on anyone's lawn other than the dog-owner's property. Walk your dog on the street AFTER he/she has done their business ON YOUR PROPERTY!!! Walk around your property a few times if need be, to make sure the job is done on your turf!
I've heard that some dog owners dump their dog doo in the storm drains on the street!!!! DISGUSTING!!!
