I must be missing something. If you are taking your dog away from your house to do its business, you must not want them doing it on your lot! Why is it okay to do it on mine or in the common areas?
I had a dog that lived 17 years with us, was the family's dog and we would never think of letting it do her business
ANYWHERE BUT my small lot!!!!! Then I cleaned it up and took care of it's mess on without bothering my neighbors with it!
I like dogs but do no have to love your dog like you do. Whether or not I own my grass to the asphalt, I maintain it!
I would like to know that my family can walk barefoot in my grass or in our common areas, like bocci, shuffleboard, horseshoe area without stepping in a dog's business or the leftovers.
