I think it just calls for awareness of what is happening around you, for all parties. With dogs and golf carts each is going slow enough that it shouldn't be too hard for the dog walker to shorten the leash as the cart approaches. The cart can slow down and pass on the left side of the path. Skaters can come up so fast you don't know they are there, but they have never hit me on a trail. Bikers usually have a courtesy (in MO anyway), when they are going to pass you they say "passing on your left."
I guess I'll find out all about it on my trip. Can't wait!
