fountains with moving water are allowed, at least here in Hemingway , I know.
non moving water (ie : bird fountain) is not.
but.. I see lots of stuff in yards that technically shouldn't be
(I don't really care, personally, but I abide by rules just cuz).
rules/laws and enforcement are two different things,
just like any government
