That's exactly the point.
You need to accommodate people interested in going to a place, before you can build the place. If you build a strip mall, but don't build the parking lot first, you won't find any businesses willing to move in and open shop because there'll be no place for the customers (or employees) to park.
So they built the garage, to accommodate future buildings. They are renovating Wildwood. It's a long time coming. The infrastructure - the foundation - has to be built first.
