If you watch the link to the PWAC meeting regarding this sidewalk near Harry and the Natives restaurant, the primary reason to not approving the new sidewalk was because it set a bad precedent. The board thought it was a good idea, but bad precedent. If the CDD where the sidewalk is located pays for it, it may get approval. For the most part, both the AAC and PWAC are pretty conservative with our money, sometimes too tight with a buck. But, that's not all bad.
