Technically you don't even need to come to a complete stop.

Also do these decals remove easily and are they programmed to your residence like the card. I can see people stealing them off your headlight.

Somebody mentioned it but no one replied, why don't the gates work like you're exiting and the gate senses a vehicle and the arm lifts up.
The range can be lowered by software adjusting the reading device. Of course if they go too strict, that will make cars have to stop, back up, and try again. Won't that be fun to see all the collisions that happen.

The transponders send a reply with just a digital number. In the IT department, they will need a new database linking that number with who has that transponder.
Oh, and they could use existing SunPass, EzPass, etc transponders - at zero cost to residents. They are just a thing which replies with its serial number.

The transponders are designed and intended for use on the inside of the front window. Might fail in the weather here. They are designed to rip apart when removing them. That should deter theft because it won't work.

The meetings I have been to have got the same response "we don't want to do that" or "we can't do that" or "that's not in the scope of this project" for using construction mode.
Apparently they don't care and would rather waste a few million dollars. After all, it's not their money.
