There have been multiple bills "amending" the initial laws creating Social Security, Medicare and most recently the prescription drug bill. Many had to do with modifying coverage, introducing inflation protection, changes in funding, and in the bill passed tonight, eliminating the "donut hole" in prescription drug coverage that was so costly to seniors who required extensive prescription treatment.
