Unfortunately, in an all out attempt to defeat health care reform, a number of Congressmen resorted to these tactics and only reduced the collective esteem and respect for the legislature to perhaps it's lowest level in history.

You are right but you have your time period wrong. Congressmen resorted to those tactics during the Bush Administration. Or maybe it was a few years before that when the term "Borked" was born. That was the low period in my book.
