Yes, it is concrete curbing ... many local vendors and landscapers can install it. Kwik Kerb and Curb-it are two brands that are installed by several contractors. The concrete and tinting are done in a mixer then a machine "pours" this in a rounded shape. They dig out the grass/dirt first, pour it down, shape it, put a pattern stamp on top of it, some other magic dust that creates an effect on top of the tint then seal it.
Cost may well depend on how much you need to have done. We had a relatively small area (only about 65 linear ft) and prices were all over the place. Small jobs could be about $4/linear foot; larger jobs may be less per linear foot.
Not a DIY project, in my opinion.
