You are correct. Cologal can defend Obama because he rarely says anything of substance. His appointed lackeys speak to the masses and carry out the details of the agenda and give the President "deniable plausibility". In this way Obama seeks to distance himself from the tactile working of his policy and feign ignorance at discrepancies of what is said, and what is done.
