Pelosi says that paying people to do nothing is good for the economy.
Unemployment is really closer to 20%. Government figures do not account for people whose benefits have expired and the many people who have completely given up.
Also, the millions of people who have taken part-time jobs and jobs that were not related to their training, if they were taken to account, it would probabably be over 25% unemployment rate.
